Pilot Butte Local Improvement Survey

Dear Pilot Butte Property Owners,
At the Regular Meeting of Council held Thursday, March 11, 2010, the following resolutions were passed:
to prepare a local improvement report;
to proceed with the local improvement of water mains under 5(1)(b) of The Local Improvement Act, 1993, *subject to receiving Saskatchewan Municipal Board approval; and
that the project be declared as a single local improvement.
*Section 5(1)(b) of The Local Improvement Act, 1993, enables Council to act on its own initiative, with owners having the right to petition to prevent the work.
The local improvement work includes the provision of distribution and primary water mains, valves, hydrants and service connection from the main to the curb stop of each property owner’s lot.
Upon receiving Saskatchewan Municipal Board approval and providing no valid petition is received, construction is expected to commence either by the fall of 2010 or the spring of 2011.
Property owners will be able to pay the local improvement either by prepayment, by installments, or by a combination of both. Upon the Town receiving tenders and Council establishing a “Special Assessment Bylaw”, property owners will be forwarded by mail, a special assessment notice indicating the “actual” local improvement amount owed by the property owner. The prepayment, whether paid in full or by partial payment, will eliminate or reduce the interest cost. If installments are chosen, they will be spread over ten (10) years, with annual payments of principal and interest. For property owners wishing to pay by installments, the amount is expected to be placed on taxes starting in the 2011 tax year.
The method of assessment used to determine the local improvement amount has been estimated at $200.00 per metre of frontage along with an additional connection fee of $2500.00 per connection. Some properties may require to be done by a special service agreement depending on the lot size and/or land designation. Until tenders are received, the Town can only provide property owners with the following estimated amounts:
Note: Please be advised, the above calculations are estimates only and may increase or decrease upon tender amounts being received or varying interest rates. The water main cost from the property line to the household is considered an ineligible local improvement cost, and therefore is not included in the above calculations.
To guide the Town in future financial decision making, Council would appreciate property owner’s participation in filling out THIS SURVEY.
